Chengdu Emergency Command and Dispatching Radio Network
Background
Chengdu Emergency Command and Dispatching Radio Network (hereinafter referred to as “Chengdu Emergency Communication Network”) is a private party and government emergency command communication platform constructed by means of shared network for government affairs, providing radio services for daily social management and emergency command and dispatching of various government departments and related institutions. The construction was started in 2004, and the first phase was completed in 2005, and the second phase in 2009, using Motorola's 800M TETRA digital Trunked PMR system including 1 set of exchange centers, 56 fixed base stations and 2 sets of mobile base stations. The wireless network covers major tourist attractions in Chengdu, including the third ring road, the downtown areas in district (city) county, Chengdu highway, Pengzhou petrochemical base and Qingcheng Mountain. The system user capacity is 25,000 scheduled users. More than 50 units including the Municipal Emergency Office, the Civil Defense Office, the Public Security Bureau (including 110, 122, 119), the Health Bureau, the Urban Management Bureau, the Transportation Committee, and the Water Company have been connected in the network.
However, with the continuous deepening and expansion of the application, the system redundancy is insufficient (lack of dual-center and cross-overlay redundancy), and the wireless coverage effect needs to be improved (the demand from the Third Ring Road to the Ring Expressway, some towns in the suburbs is the most urgent), and the problems such as insufficient channel capacity in the urban area and the lack of an integrated service platform are becoming more and more obvious and need to be resolved as soon as possible.


Solution


As an equipment manufacturer of the third phase and fourth phase of the Chengdu Emergency Communication Network, Eastcom has built a new carrier-class super-capacity exchange center with 1+1 remote disaster recovery backup, more than 260 base stations (including replacing 58 MOTOROLA TETRA base stations in Phase I and Phase II) and more than 10 repeaters for the Chengdu Emergency Communication Network. The exchange center equipment includes the IMSC, Ethernet switch, core router, and network management, PDC server, network recording system, GIS visualized command and dispatch system, SMS center, interconnection gateway, etc. The active and standby configurations of the key modules of the exchange center and the base station support automatic and seamless switching without affecting services. The key base station is configured with dual transmission links, so the networking is more reliable. At the same time, according to the needs of users, Eastcom creatively proposed the TETRA intelligent Internet gateway technology to realize the interconnection and user roaming between the new TETRA system and the Motorola system during the coexistence of the two networks.

Although the Chengdu Emergency Communication Network basically meets the needs of users for daily command and dispatching and emergent communication, and improves work efficiency, the corresponding command and dispatching application is still not perfect and lacking broadband data application capability, and the integration of private network and public network application is not tight enough, which limits the function expansion of the emergency network to a certain extent. Based on the above requirements, Eastcom built a new public network trunked intercom system in the fourth phase of Chengdu Emergency Communication Network, realized system-level wired interconnection with the established TETRA private network digital trunked system, complemented the TETRA private network service by using the extensive coverage and broadband data capabilities of the LTE public network, and built a set of secure, reliable, manageable, and powerful broad band and narrow band-integrated, and public and private networks- integrated command and dispatching system.


Customer Value

Chengdu's emergency command and dispatching radio network has completed the signal coverage of the entire region of Chengdu through the 4-Phase construction, and has become an indispensable radio communication tool in daily social management and emergency management in Chengdu. It is used by 167 party and government departments and public service agencies such as public security, traffic control, fire-fighting, emergency, health and urban management. At present, there are about 20,000 online users and about 1,900 talk-groups, which has played an important role in major natural disasters, large-scale activities and important security tasks. The application of Eastcom's original patented TETRA smart internet technology on this project has also successfully solved the smooth transition of users of Eastcom's new network and the users of the first and second phases of Motorola's network in the transition period of foreign imported equipment. After the replacement, the voice, SMS, scheduling service interconnection and end-user alien network roaming problems between the Eastcom network and the Motorola systems still used in three subway lines and in Jianyang have been resolved, and realized the unified scheduling and unified command of the users in two networks to provide a strong protection of users' existing investments. The LTE-based public network trunked system and TETRA trunked system wired interconnection, realize the “broad band and narrow band integration and public / private network integration” of Chengdu Emergency Network, which provides users with the safe and reliable emergency communication capability of TETRA private network and the wide coverage and broadband data capability of LTE public network, which enhances the audio and video fusion communication capability of Chengdu Emergency Network, and achieves the target of enabling the dispatching command to "see clearly, call it right, and be able to connect".
